Kabarebe is appointed as Minister of State for Foreign Affairs

On September 27, President Paul Kagame announced a number of appointments.

The new Minister of State for Foreign Affairs in charge of Regional Cooperation in Rwanda is Gen (Rtd) James Kabarebe. Manasseh Nshuti, who was appointed senior advisor in charge of special tasks in the President’s Office, is replaced by him.
Former Minister of Defense, Chief of Defence Staff, and Senior Presidential Advisor on Defense and Security Kabarebe is a retired four-star general (retired in August).
Clare Akamanzi’s replacement, Francis Gatare, has been named CEO of the Rwanda Development Board (RDB).
In 2017, Akamanzi replaced Gatare in the same position. Gatare had held the position since 2014 before being named CEO of the Rwanda Mines, Petroleum and Gas Board (RMB).
In the President’s Office, Gatare was appointed Senior Economic Advisor in 2021.
The Prime Minister’s office appointed Yvonne Umulisa to the position of Permanent Secretary.
Before the Ministry of Public Investments and Privatization was abolished in August, Umulisa was its Permanent Secretary.
Other appointments include Bonny Musefano as First Counselor in the Rwandan Embassy in Tokyo, Japan, and Alphonse Rukaburandekwe as the new Director General of the Rwanda Housing Authority (RHA).
